Much of rural Britain is now serving as a second home, holiday home or retreat to the country&#039;s most wealthy. That&#039;s not to say that their aren&#039;t needy people in rural areas, but where a fuel poverty strategy would benefit only those most in need, this Landline tax will inevitably benefit those that are very well off as much as anyone else.</description>
